Okay, so here’s my experience of getting a Guam ID card.
I started by figuring out that Guam’s Department of Revenue and Taxation (DRT) handles this. Apparently, they have some online services for IDs, but it seemed like I could only do some stuff, like renew or replace, but not get a new ID entirely online.
